The Poverty and Equity Global Practice: 

 
The Poverty and Equity Global Practice, within the Equitable Growth, Finance, and Institutions Practice Group, plays a central role advancing the World Bank Group’s mission to end extreme poverty on a livable planet.
The Poverty and Equity Global Practice uses the latest evidence and analysis to help governments develop sound policies that help the poorest in every country and focus our investments in areas that are critical to improving lives.  The Global Practice is organized into seven regional units that are responsible for the delivery of country programs, and one global unit that is responsible for the delivery of global programs and corporate priorities. Comprising a worldwide team of more than 200 microeconomists, social scientists, statisticians, data scientists, and operational and administrative staff, the Global Practice delivers on its mandate through a series of thematic global programs, analytical and advisory services, operational solutions, and strategic collaboration with internal and external partners. 
The Global Practice works across a broad range of priority areas, including national data systems and statistical modernization, global data for monitoring progress on Sustainable Development Goals, climate change and climate action, markets and institutions, fiscal and social policy, conflict and fragility, gender, welfare implications for households, and the application of behavioral sciences to poverty and equity.

Duties and Accountabilities:

The Equity Policy Lab of the World Bank’s Poverty and Equity Global Practice is looking for an Extended Term Consultant to join our team, based in Washington, DC. Like all members of the Poverty GP, you will be encouraged to support the global knowledge base of the practice. In particular, you will have the following duties:
• Analyze the distributional impact of climate change and climate policy in specific country settings.
• Analyze the distributional impact of fiscal, social, and other sector policies and investments.
• Use and develop new frameworks, instruments, and technologies to monitor poverty, equity, and gender trends.
• Use and develop new frameworks, instruments, and technologies to assess the distributional impact of policies.
• Support the development of code, statistical public goods, and initiatives for data sharing and analysis.

Selection Criteria

We are looking for an imaginative and innovative micro-economist with a demonstrated record of sound analytical work, outstanding programming skills, and excellent judgment to create innovative and just-in-time solutions to promote evidence-based policy making. The key area of focus of the position is the development of code and statistical tools to analyze the distributional impacts of climate policies, as well as fiscal, labor, trade, competition, and other reforms.

Minimum Education/Experience

Master’s degree (PhD preferred) in Economics, Public Policy, Statistics, or other related field, with advanced training in quantitative analysis and strong programming skills, and at least three years of relevant professional experience.
Other Selection Criteria

• Technical and Quantitative Skills as an Applied Development Microeconomist. Has experience in econometric and statistical modeling – working with household surveys & performing complex econometric modeling and analysis. Has superb programming skills in Stata (knowledge of R is desired, as well as R-shiny), with additional programming skills preferred.
• Demonstrated strength in delivering operational solutions, including analysis of poverty and social impacts of policy reforms.
• Desired experience includes experience with welfare, climate, taxes, labor, and/or gender-related operational programs (including capacity building). Experience working on developing countries preferred though not required.
• Superb interpersonal skills. Ability to collaborate effectively with multi-disciplinary teams, and to listen and integrate ideas from diverse sources, governments, NGOs, and donors, while being respectful and sensitive to cultural, political and gender issues.

Note: The selected candidate will be offered a one-year appointment, renewable at the discretion of the World Bank Group, and subject to a lifetime maximum ET appointment of three years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their third-year ET appointment are not eligible for future ET appointments.
